What this bill does

Under current law, rules of the road apply exclusively upon highways, with
certain exceptions. Current law defines "highway" to mean all public ways and
thoroughfares and bridges on the same. "Highway" includes roads or driveways in
publicly owned parks and in state forests that are open to the public for vehicular
travel and roads or driveways that are on the grounds of public schools and
institutions under the jurisdiction of the county. A private road or driveway is not
included within the definition of a highway.
This bill applies the rules of the road to private roads that are located within
manufactured and mobile home communities.
