What this bill does

Plain-language analysis by the nonpartisan Legislative Reference Bureau

Currently, under the Safe Drinking Water Loan Program, this state provides

loans to local governmental units for projects for the construction or modification of

public water systems. Current law requires a local governmental unit to submit an

application for a loan under the program no later than the April 30 preceding the

beginning of the fiscal year in which the local governmental unit wishes to receive

the loan.

This bill changes the application deadline for a loan from the Safe Drinking

Water Loan Program from April 30 to June 30 and provides that a local governmental

unit that applies after June 30 may receive a loan if funds are available after funding

is allocated for loans for all of the eligible projects for which applications were

submitted by June 30.

Under current law, if an applicant for a loan under the Safe Drinking Water

Loan Program does not close on the loan before April 30 of the year after the year in

which funding is allocated to the applicant, the funding is released. This bill changes

the deadline for closing from April 30 to June 30.
