Currently, parking on the four streets adjacent to the state capitol park on the

park side of the streets is reserved for legislators and certain other state officers and

employees who are assigned spaces in accordance with a parking plan approved by

the Joint Committee on Legislative Organization. These spaces are reserved at all

times except as otherwise provided in emergency police regulations and ordinances

of the city of Madison.

This bill provides that parking in these areas is reserved only during the hours

of 6 a.m. to 6 p.m., Monday to Friday, and during other hours that may be designated

for special purposes by the Department of Administration (DOA). Under the bill, if

DOA extends the hours for reserved parking in these areas, it must post notice of the

extended hours on the affected streets. The bill permits any person to park a motor

vehicle in these areas outside the reserved hours, except as restricted for special

purposes in an emergency police regulation or city ordinance of the city of Madison.
