What this bill does
Plain-language analysis by the nonpartisan Legislative Reference Bureau
Under current law, county officers, other than county supervisors, must execute
and file an official bond in an amount specified by statute, or the county board may
provide a schedule or blanket bond that includes any or all of the officials who are
specified by statute, including the county clerk, treasurer, sheriff, clerk of circuit
court, coroner, and register of deeds.
Also under current law, each member of a county veterans service commission
and a county veterans service officer must execute to the county an individual surety
bond. This bill authorizes the members of such a commission and a county veterans
service officer to be included in a county's blanket bond.

Suspending the rules (to take a vote immediately) needs a two-thirds majority — a higher bar than passing the bill, which needs a simple majority. That's why a suspension motion can show more Ayes than the passage vote that follows it. Glossary
