What it does

Current law generally prohibits any person from depositing any material or placing any structure upon the bed of a navigable water without a permit issued by the Department of Natural Resources. Under current law, certain deposits and structures are exempt from this permit requirement. For example, a riparian owner (a person who owns land adjacent to a navigable water) may place a pier on the bed of a navigable water if the pier meets certain size and location requirements.
This bill creates another exemption to the general permit requirement. Under this bill, no permit is required for the placement of a pier in a federally administered area of the St. Croix National Scenic Riverway if the pier is placed by the National Park Service, the pier contains a floating toilet facility, and the floating toilet facility meets specifications approved by the National Park Service.
