What this bill does

Under current senate rules, no bill may be placed on a calendar that has not
received a public hearing. The committee on senate organization, however, may
waive that requirement. Under the resolution, the committee on senate organization
may not waive the requirement that a bill receive a public hearing before being
placed on a calendar.
