What this bill does

Under current law, there exists a budget stabilization fund. When the fund was

initially created in

1985 Wisconsin Act 120

, the act provided that moneys in the

budget stabilization fund were reserved to provide state revenue stability during

periods of below-normal economic activity when actual state revenues were lower

than estimated revenues. This expenditure provision was eliminated in

2001

Wisconsin Act 16

. This bill restores the original restriction on expenditures from the

budget stabilization fund.
