What this bill does

Plain-language analysis by the nonpartisan Legislative Reference Bureau

Under current law, $58,345,400 is transferred from the University of Wisconsin

(UW) System to the Higher Educational Aids Board (HEAB) and appropriated for

Wisconsin higher education grants (WHEG grants) for UW System students in fiscal

year 2013-14 and a sum sufficient of general purpose revenues are appropriated to

HEAB for those grants in fiscal year 2014-15. This bill, in addition, transfers

$20,370,300 in each fiscal year from the UW System to HEAB and appropriates those

Votes

Suspending the rules (to take a vote immediately) needs a two-thirds majority — a higher bar than passing the bill, which needs a simple majority. That's why a suspension motion can show more Ayes than the passage vote that follows it. Glossary
