Under current law, there is appropriated to the Higher Educational Aids Board (HEAB) $20,797,900 in fiscal year 2013-14 and $18,797,900 in fiscal year 2014-15 for Wisconsin higher education grants (WHEG grants) for technical college students.
This bill converts that appropriation to a sum sufficient appropriation, but caps the amount that may be expended from that appropriation in each of fiscal years 2013-14 and 2014-15 at the amount necessary to fund WHEG grants for all eligible technical college students who apply for those grants as determined under the same formula that HEAB used to award those grants in fiscal year 2011-12.
