Current law provides for a special category of vehicle registration for special

interest vehicles, commonly known as "collector vehicles." A vehicle may be eligible

for registration as a collector vehicle if the vehicle is at least 20 years old, has not been

altered, and is being preserved for its historic interest, or if the vehicle is, with an

exception, at least 25 years old and is a certain type of former military vehicle.

Vehicles registered as collector vehicles are issued two distinctive registration

plates, commonly known as "collector plates," that identify the vehicle as a collector

vehicle and that display the vehicle owner's collector identification number. A

collector vehicle may be reregistered for no additional fee if, with an exception, the

vehicle is not operated on the highways during the month of January.

Also under current law, an owner of a motor vehicle that is of model year 1945

or earlier may register the vehicle as an antique vehicle. Antique vehicles may be

driven only for special occasions such as display and parade purposes or for

necessary testing, maintenance, and storage purposes. Antique vehicles may

display a historical registration plate from or representing the model year of the

vehicle but must carry current registration plates in the vehicle.

This bill allows the display, on collector vehicles manufactured before 1979, of

one or two historical registration plates from or representing the model year of the

vehicle if: 1) the vehicle is being operated to or from a car show or parade; and 2) any

current registration plate issued for the vehicle and not displayed on the vehicle is

carried in the vehicle.
