What this bill does

The resolution expresses the sense of the assembly that, upon conclusion of all

public hearings on the biennial budget bill, the members of the Joint Committee on

Finance should not include any nonfiscal policy item in the substitute amendment

to the biennial budget bill, nor should any member of the assembly offer an

amendment to the biennial budget bill during floor consideration that includes a

nonfiscal policy item.
