What this bill does

This resolution makes all of the following changes to the assembly rules:

1. The resolution prohibits the assembly from voting on any proposal between

the hours of 10:00 p.m. and 9:00 a.m.

2. The resolution prohibits the assembly from voting on any proposal unless the

proposal was introduced or offered at least 72 hours before the vote. In addition, the

resolution provides that the assembly may not vote on a proposal unless the proposal

has been made available to the public for at least 24 hours before the vote. Proposals

may be made available to the public by posting the proposal on the legislature's

Internet site. The resolution further provides that if the assembly fails to comply

with either of these requirements, the vote on the proposal is considered void and of

no legal effect.

3. The resolution provides that public notice of a public hearing shall be given

at least 48 hours before the commencement of the public hearing.

4. The resolution provides that an assembly committee may not vote to

recommend passage of a proposal unless the committee has conducted a public

hearing on the proposal. This provision does not apply to joint committees of the

legislature.

5. The resolution provides that all assembly committees, other than the

committee on rules and the committee on assembly organization, must hold a

meeting whenever executive action on a proposal is taken and that any executive

action on a proposal requires an affirmative vote of a majority of committee members.
