What this bill does

Current law requires that owners of one- and two-family dwellings (family

dwellings) install smoke detectors and carbon monoxide detectors in those dwellings.

Current law also requires that owners of family dwellings be in compliance with the

standards related to plumbing that are promulgated as rules by the Department of

Safety and Professional Services (DSPS).

This bill exempts family dwellings that are not wired for electrical service from

the requirements for smoke and carbon monoxide detectors. The bill also exempts

a family dwelling from the standards promulgated as rules by DSPS related to

plumbing if the dwelling does not have an indoor toilet and does not have any system

to dispose of toilet waste.
