What this bill does

This bill requires the Group Insurance Board (GIB), in consultation with the
Division of Personnel Management in the Department of Administration, to submit
all proposed changes to public employee group health insurance programs to the
Joint Committee on Finance (JCF). Under the bill, GIB may not implement any
changes in the group health insurance programs unless approved by JCF through
a 21-day passive review process. Under the bill, if the cochairpersons of JCF do not
notify GIB that JCF has scheduled a meeting for the purpose of reviewing any or all
of the proposed changes within 21 working days after the date of GIB's submittal of
the proposed changes, GIB may implement the proposed changes. If, within 21
working days after the date of GIB's submittal of the proposed changes, the
cochairpersons of JCF notify GIB that JCF has scheduled a meeting for the purpose
of reviewing any or all of the proposed changes, GIB may not make the proposed
changes until JCF approves the proposed changes.
