What this bill does

This bill extends the appropriations for winding up the affairs of the Health
Insurance Risk-Sharing Plan (HIRSP) by one year.
HIRSP, which provided health insurance coverage to certain persons, was
dissolved, and coverage under HIRSP was finally terminated for all individuals on
March 31, 2014. Two appropriations to the Office of the Commissioner of Insurance
that provided funding for the affairs of HIRSP and winding up the affairs of HIRSP
were repealed, effective January 1, 2016, in the 2015-16 biennial budget act. This
bill changes the date of the repeal of those appropriations to January 1, 2017.
