What this bill does

This resolution requires the Committee on Assembly Organization to appoint

before February 15, 2016, a committee on local control and unfunded mandates,

consisting of three members each of the majority and minority parties. The

committee must review and report to the assembly on the desirability as public policy

of any proposal that restricts local control or that imposes an unfunded mandate on

a local unit of government. The assembly may not pass any such proposal until the

committee has issued its report on the proposal.
