This bill makes changes regarding Joint Committee on Finance consideration of the biennial budget bill. These changes are as follows:
1. The bill provides that JCF may not consider or take executive action on any motion relating to the biennial budget bill unless the motion has been distributed to all members of JCF at least 48 hours before JCF considers or takes executive action on the motion. The motion must also be posted on the LFB Internet site at least 48 hours before JCF considers or takes executive action on the motion. The 48-hour notice and posting requirements do not apply to a motion that selects among alternatives identified in any budget paper prepared and distributed by LFB.

2. The bill provides that, with the approval of the assembly cochairperson of JCF, a representative of the assembly who is a member of JCF may offer any motion relating to the biennial budget bill on behalf of a representative who is not a member of JCF. In addition, the bill provides that, with the approval of the senate cochairperson of JCF, a senator who is member of JCF may offer any motion relating to the biennial budget bill on behalf of a senator who is not a member of JCF.
