What this bill does

Under current law, the Department of Transportation issues a certificate of title
to a new owner of a vehicle after ownership of the vehicle is transferred. The new
owner pays a $62 fee for a certificate of title after a transfer and a $7.50 supplemental
title fee, except that a surviving spouse or domestic partner need not pay the
supplemental title fee if the vehicle is being transferred upon the death of his or her
spouse or domestic partner.
Under this bill, the fee for a certificate of title after a transfer is waived when
a vehicle is transferred upon a person's death to his or her spouse.
