The resolution amends the assembly rules to require that under any agreement
between the majority and minority leaders on time limits for debate on the executive
budget bill 1) debate on the bill must occur during normal waking hours when
residents of Wisconsin may easily observe the proceedings and 2) the assembly must
recess or adjourn until the next legislative day whenever debate during a legislative
day reaches the end of normal waking hours when residents of Wisconsin may easily
observe the proceedings.
