This bill requires the Department of Veterans Affairs to obtain the prior approval of the Joint Committee on Finance before the department transfers the unencumbered balance of certain appropriations for veterans homes to the veterans trust fund or the veterans mortgage loan repayment fund. Current law does not require JCF approval for those transfers.
