This bill requires a principal of a public school, including an independent

charter school, and a principal of a private school participating in a parental choice

program or the Special Needs Scholarship Program to allow a representative of

certain youth membership organizations identified as patriotic societies under

federal law the opportunity to speak to pupils at the school about how the

representative's organization supports educational interests and civic engagement.

Under the bill, the principal may limit the opportunity to speak at the school to one

school day during the school term. The specific youth membership organizations

entitled to an opportunity to speak to pupils under this bill are Boy Scouts of

America, Girl Scouts of the United States of America, Boys and Girls Clubs of

America, Big Brothers Big Sisters of America, and National Future Farmers of

America.
