What this bill does

The bill requires the Department of Health Services to submit a waiver request

to the federal government to establish and implement a savings account program in

the Medical Assistance program. The savings account program should be similar in

function and operation to Health Savings Accounts, known as HSAs, which are

accounts under federal law that are used to pay or reimburse certain medical

expenses. DHS must exclude from any requirement to have a savings account any

individual who is elderly, blind, or disabled or who is a child.
