What this bill does

Plain-language analysis by the nonpartisan Legislative Reference Bureau

Under current law, a person may not operate a vehicle on a highway unless the

vehicle is loaded so as to prevent its contents from dropping, sifting, leaking, or

otherwise escaping. The bill expands this prohibition to include accumulated snow

and ice.
