What this bill does

Currently, federal law provides limits on the maximum number of hours within

certain given time periods that motor carriers may permit their commercial motor

vehicle drivers to drive. Federal law also provides requirements related to the

records that must be made and maintained of these driver hours of service. There

is an exception in federal law to these hours of service requirements during planting

and harvesting periods for drivers who are transporting certain agricultural

commodities or farm supplies within a 150-mile radius of the source. Under the

exception, states are allowed to designate the planting and harvesting period. Under

current Wisconsin law, a Department of Transportation rule provides that the

planting and harvesting season applicable in Wisconsin is March 15 through

December 15 of each year.

This bill provides that the applicable planting and harvesting period for

Wisconsin is January 1 to December 31.
