This bill requires the Department of Justice to award grants of up to $5,000,000 in the 2019-21 fiscal biennium to counties or municipalities in which at least 10 percent of the population is composed of minorities, which are defined as persons who are Black, Hispanic, American Indian, Eskimo, Aleut, native Hawaiian, Asian-Indian, or of Asian-Pacific origin. The grants are to improve relations between law enforcement and the community.
