What this bill does

This bill does the following related to drinking water and groundwater:

1. Provides an appropriation and authorizes two positions for the Department

of Health Services to develop recommendations for groundwater enforcement

standards.

2. Provides an appropriation and authorizes two positions for DHS to aid local

health departments and tribal agencies with technical support and community

engagement on issues involving drinking water and groundwater.

3. Provides an appropriation and authorizes two positions for DHS to conduct

surveillance, investigation, and outreach on public health issues related to

outbreaks of waterborne diseases and harmful algal blooms.

4. Provides an additional appropriation for the Groundwater Coordinating

Council to perform its functions. Under current law, the council advises and assists

state agencies related to groundwater monitoring, laboratory analysis, research

activities, and public information and education.

The bill also changes the general program operations appropriation for the

state laboratory of hygiene in the University of Wisconsin System from a sum certain

to a sum sufficient.
