What this bill does

This bill requires the Board of Regents of the University of Wisconsin System

to establish a Wisconsin hemp fiber innovation and technology accelerator in the

Wisconsin Institute for Sustainable Technology at UW–Stevens Point if at least

$125,000 is received in fiscal year 2019-20 in gifts, grants, or donations to support

the accelerator. If this condition is satisfied, the Board of Regents must allocate

$125,000 in funding for the accelerator, and the bill provides this funding to the

Board of Regents from the environmental fund. The bill also changes the

appropriation for the Wisconsin Institute for Sustainable Technology from an annual

appropriation to a biennial appropriation.
