What this bill does

This bill requires the Department of Transportation to maintain a list of
highway subbase materials and associated thicknesses of the materials that will
provide equivalent structural properties for the purpose of highway construction.
The bill also requires DOT to allow bidders to base their bids on the use of equivalent
subbase materials contained on the list.
