What this bill does

Current law requires the Department of Transportation to conduct a motor

vehicle emissions inspection and maintenance program in counties in which the air

quality does not meet certain federal standards. Under the program, most motor

vehicles that are subject to emissions limitations established by the Department of

Natural Resources must pass periodic emissions inspections and may not be

registered by DOT unless they have passed these inspections. Certain motor vehicles

are exempt from emissions inspections, including mopeds, motorcycles, and off-road

utility vehicles. This bill exempts autocycles from emissions inspections.
