constructs one or more Type 1 juvenile correctional facilities, subject to the approval

of the Joint Committee on Finance. This bill authorizes $41,791,000 in general fund

supported borrowing for the purpose of constructing a new Type 1 juvenile

correctional facility under that program in Milwaukee County.
