Community aids funding

Under current law, the Department of Health Services is required to distribute

to county departments and county aging units funds for community social services,

mental health services, services for individuals with developmental disabilities, and

alcohol and other drug abuse services. This bill increases the maximum amount

under current law that DHS must distribute to counties in each fiscal year by

$47,900,000.

Parole, extended supervision, and probation revocation

This bill provides an additional $1,600,000 to the Department of Corrections in

each year of the 2021-23 fiscal biennium to be used to reimburse counties for costs

relating to maintaining persons in custody pending the disposition of their parole,

extended supervision, or probation revocation proceedings.

Community youth and family aids and children and family aids

Under current law relating to community youth and family aids, generally

referred to as “youth aids," the Department of Children and Families is required to

allocate to counties various state and federal moneys to pay for state-provided

juvenile correctional services and local delinquency-related and juvenile justice

services. This bill increases the maximum amount under current law that DCF must

distribute to counties in fiscal year 2022-23 by $20,800,000, and requires DCF to

allocate half of that amount for the last six months of 2022 and half for the first six

months of 2023.

Under current law, DCF is required to allocate to counties various state and

federal moneys to pay for children and family services. The bill increases the

maximum amount under current law that DCF must distribute to counties by

$23,400,000 in fiscal year 2022-23.

Circuit court costs

Under current law, the director of state courts makes payments to counties to

assist with circuit court costs. These costs are defined by the director of state courts

at the direction of the Wisconsin Supreme Court. This bill increases the

appropriation to the director of state courts by $6,300,000 in fiscal year 2022-23 to

allow for additional support to counties to assist with circuit court costs.
