What this bill does
Plain-language analysis by the nonpartisan Legislative Reference Bureau
Under current state employment relations law, “veteran” is defined to mean
categories of persons who have served in the U.S. armed forces in various capacities.
This bill expands the definition of veteran to include a person who would otherwise
qualify under the existing law, but who was discharged under other than honorable
conditions solely on the basis that the person chose not to receive the COVID-19
vaccine.
