This bill lowers the total amount that certain public utilities can recover in

rates for PSC proceeding expenditures.

Under current law, a public utility, sewerage system, or power district

(collectively, utility) may not raise the rates that it charges to customers without first

applying to the PSC for approval of the change. The PSC may assess to utilities

certain amounts corresponding to the PSC's expenditures in carrying out its duties

relating to utilities. Generally under current law, a public utility that supplies gas

or electricity to its customers and that is not a city, town, or village may recover in

rates any expenditure for costs in a proceeding before the PSC up to four times the

total amount assessed to that public utility by the PSC. This bill reduces this limit

to the total amount assessed to that public utility by the PSC.
