This bill is introduced as required by s. 227.26 (2) (j), stats., in support of the action of the Joint Committee for Review of Administrative Rules in suspending emergency rule 2209 of the Wisconsin Elections Commission on July 20, 2022. The suspended emergency rule 1) identified what constitutes a complete address for purposes of a statutory provision that prohibits the counting of an absentee ballot whose certificate is missing the address of a witness and 2) required municipal clerks to take one or more specified corrective actions in an attempt to remedy the missing or inaccurate information.
