What this bill does

Under current law, the Department of Transportation issues a certificate of title
to a new owner of a vehicle after ownership of the vehicle is transferred. The new
owner pays a $157 fee for a certificate of title after a transfer and a $7.50
supplemental title fee. Currently, these two fees are waived when a vehicle is
transferred upon a person's death to his or her spouse or domestic partner.
Under this bill, these two fees are also waived when a vehicle is transferred
upon a person's death to an immediate family member of the decedent. “Immediate
family member” is defined under the bill as “a spouse, grandparent, parent, sibling,
child, stepchild, stepparent, or grandchild, or the spouse of a grandparent, parent,
sibling, child, stepchild, stepparent, or grandchild.”
