What this bill does

Plain-language analysis by the nonpartisan Legislative Reference Bureau

2023 Wisconsin Act 20

requires teachers who teach grades kindergarten to 3,

reading specialists, school principals, and certain University of Wisconsin System

faculty and academic staff members to receive specific training in science-based

reading instruction by July 1, 2025. Act 20 requires that the training be both 1) the

Lexia Learning Systems, LLC, Language Essentials for Teachers of Reading and

Spelling or another program endorsed by the Center for Effective Reading

Instruction and 2) offered by the Leadership in Literacy Institute or a provider that

meets specific criteria.

This bill expands who may offer the required training. Under the bill, the

training may be offered by LLI, a provider that meets the specific criteria, or a

cooperative educational service agency that has at least two years of experience

providing training related to science-based early reading instruction to school

principals, administrators, and literacy teams.
