This bill requires the use of carbon monoxide detectors in child care centers and public and private elementary and secondary schools that are served by a fuel-burning appliance. Carbon monoxide detectors required in a building designed after the bill’s effective date must be permanently powered by the building’s electrical system. In addition, the bill requires that the carbon monoxide detectors installed bear a listing mark from Underwriters Laboratories, Inc., or a similar independent product safety certification organization. The bill also requires owners of child care centers and public and private elementary and secondary schools to reasonably maintain all carbon monoxide detectors as specified in the detectors’ instructions.

Under current law, generally, carbon monoxide detectors are required in dwellings with an attached garage, a fireplace, or a fuel-burning appliance. Carbon monoxide detectors are also required in public buildings that are used for sleeping or lodging purposes and that contain a fuel-burning appliance, a fuel-burning forced-air furnace, or an attached garage.

Under current law, the Department of Justice awards grants to schools for improving school safety and for submitting interactive critical mapping data for school buildings and facilities to law enforcement agencies and DOJ. The bill requires DOJ to award grants to schools for expenditures related to the requirement created by the bill to have carbon monoxide detectors in their buildings.
