What this bill does

This bill makes changes to the funding of statewide energy efficiency and renewable resources programs, known as Focus on Energy, that current law requires investor-owned electric and natural gas utilities to fund. Under the bill, the Public Service Commission must require those utilities to spend 2.4 percent of their annual operating revenues derived from retail sales to fund Focus on Energy and related programs. Under current law, those utilities must spend 1.2 percent of their annual operating revenues from retail sales. The bill also includes residential energy storage system programs in Focus on Energy.
