This bill modifies the state energy policy such that, to the greatest extent feasible that is consistent with economic and engineering considerations, reliability of the electric system, and protection of the environment, the first priority for the siting of new mega transmission systems is either of the following: 1) consolidated utility corridors or 2) high-voltage direct current systems or other underground facilities located with an existing high-voltage transmission line or within the right-of-way of an interstate highway, a U.S. numbered highway, a state trunk highway, or a railroad. Current law specifies that the following corridors should be used in the following order of priority when siting electric transmission facilities: 1) existing utility corridors; 2) highway and railroad corridors; 3) recreational trails, to the extent that facilities are constructed underground and do not impact environmentally sensitive areas; and 4) new corridors.
