What this bill does

Under current law, among other requirements, drawings for the state lottery must be witnessed by an independent certified public accountant, and any equipment used for the drawing must generally be inspected by an independent certified public accountant and a Department of Revenue employee before and after the drawing.
This bill repeals the above requirements for drawings of the state lottery and creates the following requirements:
1. The drawings must be random selections of the winning results. DOR may employ mechanical, electrical, or computerized drawing methods to make the selections.
2. At least annually, for any drawings conducted, DOR must contract with an independent firm to perform an audit of the drawing processes and review technologies employed by DOR, security procedures, computer and systems security, and randomly selected drawings.
