What this bill does

Currently, state contracts for stationery and printing must generally be let to the lowest bidder, regardless of where the bidder is located. This constitutional amendment, proposed to the 2025 legislature on first consideration, requires that all state contracts for stationery and printing be let to the lowest bidder operating in Wisconsin, if there is such a bidder and unless prohibited by federal law or a treaty or other international agreement.

A proposed constitutional amendment requires adoption by two successive legislatures, and ratification by the people, before it becomes effective.
